Teapots fountain

I've been in Portland now for more then two years and I often walk down SW Yamhill, but I have never before noticed this weird sort of teapot-bubble-fountain-wall-mural before. You can't tell from the poor quality of my camera phone, but this baby actually pours water and creates real bubbles. How did I never notice this before? I can't find any information about the designer. Does anyone have an idea?

That is a pretty cool find! Sometimes we do walk by things many times and do not see them until we are in the right state of mind.

looks like someone put soap in the fountain

I moved out of state in 2004 and remember that fountain, sans soap, so it has been there a few years at least. If I remember the location right, that fountain is on the side of the parking garage at SW 15th and Yamhill.
